Potentials of foreign direct investment for the sustainable development of infrastructure: an analysis of the Brazilian scenario

Abstract

Objective: To analyze the potential of foreign direct investment (FDI) for infrastructure sustainability, based on concession projects from the Brazilian Government's Investment Partnership Program. Method: A descriptive research methodology to meet the research objective, with a documentary analysis carried out on 89 concession projects auctioned over seven years. Main Results: FDI was shown to have played a crucial role in consolidating concession projects in Brazil's infrastructure sector, despite the lack of explicit commitment to sustainable practices, revealing an untapped potential to attract FDI and promote sustainable development. Relevance / Originality: The academic relevance of the study lies in highlighting the complexity and evolution of the performance of infrastructure sectors in terms of sustainability, whereby the task of evaluating projects becomes challenging without objective criteria, tools, and feasible goals. Theoretical / Methodological Contributions: The study helps to emphasize the need to consider sustainability from the initial phases of concession projects and to compose a framework that encompasses projects and evaluation. Social / Management Contributions: The commitment of senior management and government support are fundamental factors for the successful implementation of sustainable practices in infrastructure, with the need to review supplier selection processes to appropriately incorporate sustainability criteria.
